Public private partnerships are the foundation of the new tourism initiatives in the Park. But what do they mean?

Public private partnerships (PPPs) are formal contracts between a government institution and private companies and are bringing investment, tourism and jobs to more and more conservation areas.
There are two legally defined types. The first involves the private party undertaking a government function on its behalf. For example, to finance, build and maintain school buildings for a long period. The department of education will pay the private party a set annual fee for quality delivery according to agreed standards. If these drop, penalties will reduce the fee or the contract can be terminated.
The second type involves the private party being given rights to use state property for commercial purposes, under certain conditions. For example, to finance, build and operate a hotel on conservation land – on condition environmental standards are met and local communities benefit. The private party pays a concession fee to the conservation authority, calculated as a percentage of turnover. The better the business does, the more funds go to conservation. But the business has to operate to agreed standards, otherwise penalties can be imposed or the contract terminated.
PPPs are established through a careful process prescribed by law. There are three tests which a PPP project must pass before it gets the go-ahead. The potential deal must:
• be affordable to the government institution
• offer a value-for-money solution
• transfer financial, technical and operational risk to the private party
All PPPs have to be procured through an open and competitive bidding process, and all have to achieve black economic empowerment.
Before the government institution approaches the private sector for bids, it has to do a proper feasibility study, which Treasury must approve. It then has to prepare good bid documents and draft contracts, and run a sound bidding process. Various Treasury approvals are required before the agreement can be signed, and the government institution has to set up good contract management to ensure the desired outcomes over the life of the PPP.
